Introduction
Shanghai has revised its policy for the overseas talent residence permit with the aim of attracting highly qualified overseas Chinese professionals and residents of Hong Kong, Macau SAR and Taiwan. Originally launched in 2002, the Overseas Talent Residence Permit (Residence Card Type B) grants holders various entitlements and access to public services. The updated policy took effect on the 1st July 2025 and will be in place until 30th June 2030 and offers faster approval and expanded benefits.

What has changed?
The new program offers a permit validity of 1 to 5 years, with certain high level individuals eligible for permits valid up to 10 years. Change to the policy for the Residence Card (Type B) has simplified the application process with the employer submitting the application online via Shanghai’s One-Stop Service platform and the processing period reducing from 7 to 5 working days.
Extensions of the permit should be submitted within 30 days of the pending expiry and employers are required to report any change in employment information or resignation for the individual within 30 days of the change occurring.
Holders of the Shanghai Overseas Talent Residence Permit will be eligible to apply for long-term or permanent residency after 3 years of continuous employment under this permit type.
Who is affected?
The Overseas Talent Residence Permit is designed for international professionals with at least a bachelors degree or high level skills desired by Shanghai city. The following individuals are deemed as eligible:
- Chinese overseas students who have obtained foreign nationality
- High-end foreign talent and other foreign professionals
- Chinese overseas students holding a Chinese passport and having foreign permanent (or long-term) residency, without household registration status in China
- Other professionals holding a Chinese passport and having foreign permanent (or long-term) residency, without household registration in China
- Professionals from the Hong Kong Special Administrative Region, Macao Special Administrative Region and the Taiwan region
Spouses and dependant children under 18 years of age can join holders of the overseas talent residence permit.
What to expect /impact?
Holders of the Residence Card (Type B) will benefit from expanded benefits including (among others): simplified work and residence authorisation process, access to support for starting a business, access to social insurance and housing provident funds, education for children, customs clearance, eligibility for permanent residency and other government services.
The aim of the changes to the policy is to simplify the application process and improve Shanghai’s desirability for top global talent.
